In May 2021, Santa Clara County released the SCC Food Systems Workplan, an initiative to guide County actions toward a more resilient, equitable, and sustainable food system. The plan outlines seven major goals, ranging from improving food security to expanding food recovery and composting. Progress was reviewed with community partners in November 2022 and again in September 2024. A summary of the goals and their sub-strategies are listed below.   • 1.1: Create a full-time Food System Manager position
  • 1.2: Create a “Kitchen Cabinet” within County government for internal collaboration
  • 1.3: Establish a Food System Leadership Collaborative
  • 1.4: Develop a food system resilience plan
  • 1.5: Align food systems work with health, housing, and transportation services
  • 1.6: Advocate for equitable state and federal food policies
  • 1.7: Embed food goals in county planning documents (i.e., food in all policies)
  • 2.1: Create a Resident Food Equity Advisory Council

  • 4.3: Further development of a community food hub
  • 4.4: Facilitate commercial kitchen access for community programs and new food entrepreneurs
  • 4.5: Reduce barriers for aspiring or new, small, local food entrepreneurs
  • 4.6: Foster creation of food and agricultural cooperatives
  • 5.1: Increase SNAP enrollment and outreach
  • 5.2: Invest in schools as anchors of community feeding
  • 5.3: Assess current food access locations
  • 5.4: Coordinate food distribution and tracking systems
  • 5.5: Assess infrastructure and facility to ensure food insecure residents needs are met
  • 5.6: Develop outreach service strategy to meet older adults’ needs
  • 5.7: Ensure Meals on Wheels can maintain services and increase capacity
  • 6.1: Provide leadership for public education on food waste prevention and composting
  • 6.2: Build capacity for residential and community-scale composting
  • 6.3: Coordinate SB 1383 (food waste reduction) implementation across the county
  • 6.4: Implement and increase SB 1383 and AB 1826 efficiency to reduce food waste
  • 6.5: Explore integration of SB 1383 into other local food system components
  • 7.1: Increase food and agricultural literacy through education program expansion
  • 7.2: Launch campaigns highlighting the value of local farmers and climate-stewardship practices
  • 7.3: Educate communities on the root causes of food system inequities

The chart above shows the number of strategies in each goal that have met a progress metric (self-reported by the County of Santa Clara). While some movement has occurred, only a third of the Workplan goals show significant progress. As of 2024, 11% (4 out of 36) strategies show notable advancement. This highlights a need for continued community engagement and advocacy.
